Background

Tampa Police and Fire Departments will develop and update the respective Public Safety Master Plans to include: a) Current and projected staffing levels; b) Response time performance and service demand analysis; c) Capital infrastructure needs, including stations and facilities; d) Apparatus and equipment planning considerations; e) Community risk assessment and hazard identification; f) Past, present, and future population growth and development considerations; g) Strategic goals and operational priorities; h) Identification of resource needs and funding considerations.

Background

It is recommended that the City of Tampa renew its existing agreement with Life Extension Clinics, Inc. dba Life Scan Wellness Centers for the provision of Tampa Police Department (TPD) Voluntary Employee Prevention & Wellness Physicals for use by the Human Resources Department for an additional one-year term. The existing agreement was made September 7, 2023. This agreement is in its initial term.

Life Extension Clinics, Inc. dba Life Scan Wellness Centers provides excellent service, quality of product and performance. The Human Resources Department has reviewed the price and feels that it is in the best interest of the City to renew the agreement for an additional one-year period. Life Extension Clinics, Inc. dba Life Scan Wellness Centers has agreed to renew Tampa Police Department (TPD) Voluntary Employee Prevention & Wellness Physicals with an escalation in pricing and revised scheduling.

SLBE participation goals were not prescribed in the solicitation because the scope did not meet required EBO parameters; however it did not preclude participation.

Equal Business Opportunity: Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one-year renewal contract is in compliance.

Background

The County’s Enhanced 9-1-1 Emergency Telephone Service fee set by the State of Florida is to be collected and used for purposes as described in Florida Statute 365.172(10). The City Council of the City of Tampa passed and adopted Resolution No. 2025-820 on September 18, 2025 for the FY 26 Distribution of Public Safety Emergency Communications Systems Fee Revenues from October 1, 2025 through September 30, 2026. The Board of County Commissioners approves budgeted appropriations of Enhanced 9-1-1 Emergency Telephone Service fee funds for the City to be used for salaries of 9-1-1 call takers, education and training of 9-1-1 call takers, operating supplies related to 9-1-1 call-taking, and other authorized expenses as described in Florida Statute 365.172(10) for FY 2027. The County agrees to provide the City funding in the amount of $857,044 ($701,657 Police; $155,387 Fire) for operating costs for the period starting October 1, 2026 through September 30, 2027.

Background

Certain funds are available to the City of Tampa in the form of a grant through a program administered by the Office of National Drug Control Policy from the 2026 Central Florida High Intensity Drug Trafficking Areas (HIDTA) Program for the HIDTA26 Columbian/South American DTO Task Force. The awarded grant funds would be used for officers’ overtime, fringe benefits, travel, vehicle leases, communication and other support for the TPD task force. The City of Tampa Police Department desires to accept such funds to aid Central Florida and the citizens of Tampa.

This resolution appropriates $306,046 within the High Intensity Drug Trafficking Areas Fund for use by the Tampa Police Department for the 2026 HIDTA Grant.

Background

The City of Tampa Police Department would like to gratefully accept a donation of one Labrador Retriever trained for detection of narcotics, estimated value of twelve thousand five hundred dollars ($12,500). The City of Tampa and Christine Collins wish to enter into an Instrument of Donation where Ms. Collins will donate one Labrador Retriever. Acceptance of such donation would benefit the City of Tampa Police Department for use in the performance of their job duties and the citizens of Tampa.

Background

The female Labradoodle therapy K-9 known as “Teeter” with I.D. # PC PC0000121165 will be removed from the Tampa Police K-9 Unit due to retirement. Acting Chief Brett Owen and the officers of the K-9 Unit desire to donate “Teeter” to Reserve Officer Bridget Coyman for humane purposes. Such disposition would be in the best interest of all parties involved.

Background

The purpose of the grant agreement is to develop a Post Disaster Redevelopment Plan for participating jurisdictions in the Tampa Bay Area. This amendment adjusts the total award amount and the match amount/match activity breakdown. In the initial award letter for this project, the required match was 7% with a federal share of $1,334,811. The requested federal share has since been updated to $1,300,000 in accordance with the contract amount. The Amendment updates the match amount to align with the 7% match in the original grant award letter. The City requested to adjust the match to $91,000 (with $89,950 staff match and $1,050 travel match) to align with the revised federal funding amount of $1,300,000.

Background

This resolution reduces the previously awarded Regional Catastrophic Preparedness FY2022 Grant through a modification with a decrease from the grantor of $34,811 and a decrease from the City match portion of $9,000 for a total reduction amount of $43,811 within the Fire Grants Fund.

This resolution appropriates $60,000 within the Law Enforcement Trust Fund from Debt to Operating for use by the Tampa Police Department as the Automotive Lease no longer qualifies under GASB 87 whereas, Government Accounting Standards Board Pronouncement No. 87 – Leases requires the Lessee to recognize a lease liability and a lease asset at the commencement of the lease term, unless the lease is a short-term lease or it transfers ownership of the underlying asset; and a short-term lease is defined as a lease that, at the commencement of the lease term, has a maximum possible term under the lease contract of 12 months (or less) including any options to extend, regardless of their probability of being exercised whereas the current lease was not extended moving the qualifications into a short-term lease that no longer qualifies under Government Accounting Standards Board Pronouncement No. 87 – Leases.

The City of Tampa is committed to supporting the needs of resident youth in its community; and the National Youth Employment Coalition (NYEC) is a nonprofit membership network dedicated to improving the lives of opportunity youth by enhancing the effectiveness of organizations that serve them; and over the past year the Neighborhood & Community Affairs Department, through its Workforce Partnerships Division has been working closely with NYEC to better coordinate successful employment opportunities for young adults in Tampa, particularly through their enhanced community asset-mapping; and NYEC and the City desire to enter into an agreement in which NYEC continues to provide and enhance its services it currently provides to the City; and the City shall reimburse NYEC in the amount not to exceed Thirty-Four Thousand Nine Hundred and Sixty-Two Dollars ($34,962) for the purpose of supporting workforce development for Tampa youth; and City Council does hereby affirm that it would be beneficial to the residents of the City to enter into this Agreement between City and NYEC.

The City of Tampa (City) has established the Gear Up Training Program for students desiring to enter the skilled trades and technical professions for the purpose of training and providing a workforce for future in-demand careers. The Gear Up program will assist successful applicants in obtaining the necessary training to become qualified for employment in specialized technical roles and other in-demand skilled professions for the City. Hillsborough College is the partner for the program and provides accredited training for careers requiring certifications and vocational expertise in automotive service, repair and other specialized technical fields that meet operational needs of various city departments. The City will select PSAV (Post-Secondary Adult Vocational) students to intern with the specified Department Management Division for the purpose of training while they matriculate through Hillsborough College accredited programs. Students' tuition for the program will be covered while in the city's employ. Through this Agreement, the City will assist successful Gear Up applicants by providing Hillsborough College the value of up to four (4) scholarships in an amount for a total not to exceed Fifty-One Thousand Six-Hundred and Eighty-Four Dollars (51,684) total, to support the matriculation of the Gear Up participants. It is necessary for the City and Hillsborough College to enter into an agreement to address their responsibilities under the Scholarship Program.

Sustainability and Resiliency: This project will provide for the replacement of the existing inlet baffles at Final Sedimentation Tanks No. 1-6 with stainless steel frames and structural plastic lumber, both of which are highly resistant to corrosion. The existing baffles were originally constructed in 1973. The existing baffles are deteriorated and have exceeded their service life.

It is recommended that the City renew its existing award with Bulk Environmental & Industrial, LLC as STD Enterprises, LLC desires to assign the award to Bulk Environmental & Industrial, LLC for the provision of Solid Waste Ash Hauling Services at McKay Bay Waste to Energy (WTE) Facility (Re-Bid) for use by the Solid Waste & Environmental Program Management Department for an additional one-year term. The existing award was made March 2023 with STD Enterprises, LLC. This award is in its initial term which was extended to May 30, 2026, per the bid document Section 4.11.1 Supplemental Unilateral Renewal Periods.

The Solid Wase & Environmental Program Management Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year term. Bulk Environmental & Industrial, LLC has agreed to renew Solid Waste Ash Hauling Services at McKay Bay Waste to Energy (WTE) Facility (Re-Bid) with a Consumer Price Index (CPI) price escalation of 3.8% for the non-fuel component of the transportation cost.

The existing Agreement was made in October 2022. This Agreement is in its first renewal term.

Republic Services of Florida, Limited Partnership provides excellent service, quality of product and performance. The Department of Solid Waste & Environmental Program Management has reviewed the prices and feels that it is in the best interest of the City to renew the Agreement for an additional one-year term. Republic Services of Florida, Limited Partnership, has agreed to renew Landfill Disposal of Ash Residue (Re-Bid) without a price escalation which is allowed per the Agreement.

Background

The Wastewater Department has standardized replacement parts and services for the Hydro-Dyne screening system from TSC-Jacobs Florida, LLC. Standardizing this equipment and these services ensures cost reduction, interoperability because of familiarity among staff, maintenance efficiency and reduced cost of inventory maintenance for parts and uninterrupted delivery of service, reduction of redundancies and costly expenditures for implementation of a new service. It is recommended that the City purchase replacement parts and services for the Hydro-Dyne screening system.

Equal Business Opportunity: There was no EBO Participation as this purchase is being made under a standardization.

Background

This resolution reallocates $500,000 from the H. F. Curren HVAC Replacement Project to the H. F. Curren Miscellaneous Treatment Plant Improvements Project within the Wastewater Capital Construction Fund for use by the Wastewater Department.

The estimated amount of $372,739 will be used to fund the 26-X-00966 ISS Parts and Service for Hydro-Dyne Screening System that's explained further within agenda item 26246 (Part 1 of 2). The remaining balance from this reallocation of $500,000 will be used for future expenses at the H. F. Curren Advanced Water Treatment Plant.

Business Case: • This project provides for the rehabilitation of approximately 8,371 linear feet of 8-inch diameter, 342 linear feet of 10-inch diameter and 1605 linear feet of 15-inch diameter gravity sewers with a cured-in-place pipe liner and rehabilitation of 37 manholes. Services include detuberculation, cleaning and inspection, sewage bypass pumping, re-establishing service connections, maintenance of traffic, lateral grouting, manhole rehabilitation and surface restoration as necessary.

3. Business Case: This agreement is for the Initial pre-construction services for the construction of a new neighborhood park facility for northeast Tampa neighborhoods . There are few City park facilities in this area of the City, which has seen a lot of growth, and this park will help address that deficit.

Department of Transportation initiative designed to speed the development and delivery of transformative transportation projects; and on December 5, 2024, the City Council of the City of Tampa approved Resolution No. 2024-1092, approving an Agreement Relating to the Formation and Operation of the Tampa Bay Regional Infrastructure Accelerator with Tampa Bay Partnership Regional Research and Education Foundation, Inc., (the “Agreement”); and the City and Tampa Bay Partnership Regional Research and Educational Foundation, Inc., desire to amend the terms of the Agreement to reflect the administrative procedures of Tampa Bay Partnership Regional Research and Educational Foundation, Inc., relating to reimbursement for services under the Agreement; and it is in the best interest of the citizens of the City of Tampa to enter into this First Amendment with Tampa Bay Partnership Regional Research and Educational Foundation, Inc.

The Water Department rents out portable water meters to its customers. Due to the high cost of replacing a portable water meter, the Water Department requires a deposit. Customers are also required to pay a deposit whenever they open a new utility account. Any monies received in the form of a deposit requires earned interest to be paid to the customer.

This resolution appropriates interest earnings in the total amount of $100,000 to cover the costs of interest on portable meters and customer deposits.

Background

Pursuant to Resolution No. 2026-352, passed and adopted by the City Council of the City of Tampa on May 7, 2026, the City Council approved a Main Subscription Terms and Conditions between the City of Tampa and BitSight Technologies, Inc. for the provision of services and products related to the assessment and management of information security risk for use by the Technology and Innovation Department and a Sales Quote Terms and Conditions with Optiv Security Inc., a distributor, for the purchase of the BitSight Technologies, Inc. products and services. It is necessary to rescind Resolution No. 2026-352 as Optiv Security Inc. has declined to sign the Sales Quote Terms and Conditions as approved by the resolution.

The City of Tampa continues to desire to enter a Main Subscription Terms and Conditions with BitSight Technologies, Inc. for its products and services with the purchase made through SHI International Corp. which has no additional terms and conditions for the sale.

Background

It is recommended that the City approve Amendment No. 3 to the Humana Group Medicare Advantage Agreement between the City of Tampa and Humana Insurance Company for the provision of a Medicare Advantage Local PPO Plan Benefits Package with a separate Medicare Prescription Drug Benefit Plan, a Medicare National ESA Plan PPO Benefits Package with a separate Humana Medicare Prescription Drug Benefit Plan, and Humana’s Group Medicare Performance Guarantee Agreement for 2027.

The Human Resources and Talent Development Department has reviewed the prices and feels that it is in the best interest of the City to renew the agreement for an additional one-year period. This case arose from a trip and fall accident on the City-owned sidewalk on the northeast corner of the intersection at Bayshore Blvd. and Dakota Ave. Ms. Tausha Miera was a US Postal Service carrier walking on her delivery route when she stepped on a significant depression in the sidewalk resulting in a fall. She suffered personal injuries which are permanent, and alleges she lost wages and the ability to earn income.

Approval of the Memorandum of Understanding with CAPA Strategies, LLC will allow the City to participate in the 2026 Urban Heat Island Mapping Project and obtain localized heat data to identify heat-vulnerable areas and guide future heat mitigation, tree canopy, cooling, and infrastructure planning.

On June 18, 2026, City Council adopted Resolution No. 2026-512 approving a five-year contract for the Accela software. The contract is budgeted within the General Fund, even though several non-General Fund departments also use the software. To ensure proper cost allocation, the City included budgeted transfers from these departments to reimburse the General Fund for their usage; however, these transfers were originally based on estimated amounts.

This resolution adjusts revenue and expense appropriations totaling $250,334, within the General Fund, Construction Services Enhancement Fund, Water Operations Fund, Wastewater Operations Fund, and Solid Waste Operations Fund to reflect first-year Accela costs, consistent with the contract. The net reduction of ($94,466) in revenue transfer appropriations within the General Fund is being offset through decreased Non-Department operating expenditure appropriations.

During the review of the FY2024 Annual Comprehensive Financial Report, a comment was received by a Government Finance Officers Association (GFOA) reviewer regarding the transfers from the Community Redevelopment Agency fiduciary funds to the General Fund.

"Reimbursements should not be displayed in the financial statements as transfers. The disclosure makes it appear as though reimbursements are reported as transfers.

Reimbursements should be treated as a reduction to the originally booked expense/expenditure and therefore would not be reported as an item in the external financial statements ". [GASB-S34:112b(2)]. The accounting department has updated their treatment of these particular transfers in the external financial statements for FY2025 and is now adjusting the transfers that have been made in FY2026.

Instead of recording services performed by the General Fund (primarily staff expenses) for the CRA as a revenue, the General Fund will record receiving reimbursement as a contra-expense (or negative expense). The reason for this is to prevent the City's annual financials from recording the same expense twice: once within the General Fund and again within the various CRA funds. This has a neutral impact on both the financial standings/report for both entities.

Tampa Electric Company has requested a temporary easement from the City of Tampa for the provision of electrical service over, across, under and through City-owned property located at 2609 N. Rome Avenue. The project will bring electrical service to the site to serve the future development.

A strategic plan (Master Plan) provides a reasonable and attainable roadmap for current and future decision makers with prioritizing needs and developing a better understanding of legitimate first responder goals. It is the desire of City Council to formalize the process for presenting the respective Master Plans. The Mayor of the City of Tampa has drafted an Executive Order to clarify and provide greater structure to the process of creating a Master Plan. Tampa City Council will consider a Resolution for the same purposes as provided for in the Mayor’s Executive Order. And City Council has determined that enactment of this Ordinance will assure that it is put on notice of any changes to the Executive Order issued by the Mayor regarding the Master Plan.

A resolution of the City of Tampa, Florida, calling for public hearings on the proposed designation of a brownfield area for rehabilitation pursuant to Chapter 376, Florida Statutes, upon an application from ACE Fletcher LLC, c/o Aureate Development LLC, for property consisting of one parcel generally located Northeast of the intersection of North 46th Street and East Fletcher Avenue consisting of approximately 62 acres in the City of Tampa, Florida; providing for notice; providing an effective date.

The contamination identified in soil and groundwater is commonly associated with the application of pesticides consistent with the property’s former use as a golf course. ACE Fletcher LLC, c/o Aureate Development LLC, must continue site investigation and conduct remediation for the redevelopment project. The property will be redeveloped for public university purposes consistent with the 2020-2030 Campus Development Master Plan, as amended, and the 2nd Amendment to Campus Development Agreement dated January 2, 2026, between the City of Tampa and The University of South Florida Board of Trustees.

The Yards at 40th and Lake is a proposed affordable housing development located on multiple parcels in the area bounded by East Lake Avenue, Lindell Avenue, North 39th Street, and North 40th Street in Tampa. The developer, The Yards at 40th and Lake, LLLP, plans to redevelop the site into a 96‑unit multifamily residential community. As part of the project, at least 10 percent of the units will be designated as affordable housing in accordance with Florida Statutes, supporting the City’s efforts to expand housing opportunities for income‑eligible residents.

The property is currently designated for Light Industrial use under the Comprehensive Plan and is zoned Industrial General. However, under Section 166.04151 of the Florida Statutes, the City has the authority to approve affordable housing developments on such sites without requiring a change to the underlying land use or zoning.

A public meeting is held annually to consider the adoption of this assessment, which will pay for a portion of the Streetcar project operating costs.

In accordance with section 403.0893, Florida Statutes, the City Council of the City of Tampa (“City Council”) adopted Ordinance 2003-0200 on August 7, 2003, authorizing and establishing procedures for the imposition and collection of stormwater assessments and stormwater fees to fund the City of Tampa’s (“City”) Stormwater Utility, and section 197.3632, Florida Statutes, provides that prior to the levy of such assessment, the City Council of the City of Tampa must adopt a non-ad valorem assessment roll at a public hearing. Section 21-129 of the City of Tampa Code requires that the City Council adopt an Annual Stormwater Resolution to approve the stormwater assessment roll each fiscal year in which the assessment is charged. Pursuant to Section 21-129 of the City of Tampa Code, the City Council shall provide notice and conduct a public hearing prior to the adoption of the Annual Stormwater Resolution. It is necessary to set a time and date to be able to advertise the public hearing for the City Council to consider the approval of the levy of such assessment and the adoption of an associated assessment roll.

In accordance with section 403.0893, Florida Statutes, the City Council of the City of Tampa (“City Council”) adopted Ordinance 2003-0200 on August 7, 2003, authorizing and establishing procedures for the imposition and collection of stormwater assessments and stormwater fees to fund the City of Tampa’s (“City”) Stormwater Utility. On July 14, 2016, pursuant to section 21-124 of the City’s Code of Ordinances (“City Code”), City Council adopted Initial Stormwater Resolution No. 2016-567, establishing the Central and Lower Basin Improvement Area. Pursuant to section 21-128 of the City Code, City Council adopted Final Stormwater Resolution No. 2016-706 on September 1, 2016, establishing the thirty (30) year Stormwater Improvement Assessment. Section 197.3632, Florida Statutes, provides that prior to the levy of such assessments, the City Council must adopt a non-ad valorem assessment roll at a public hearing. Pursuant to Section 21-129 of City Code, City Council shall provide notice and conduct a public hearing prior to the adoption of the annual Resolution. It is necessary to set a time and date to be able to advertise the public hearing for the City Council to consider the approval of the levy of such assessment and the adoption of an associated assessment roll.

Tampa Code Section 14-111, passed in 1989, makes it unlawful for any person to sell, offer for sale, give or have in his possession within the city any blank cartridge pistal or other like device made exclusively for the purpose of firing or discharging any blank cartridge, provided that this section shall not apply to the sale, possession or discharge of any pistol or other like device designed to use .22 caliber crimped blanks and/or .22 caliber tear gas cartridges.

Tampa Code Section 2-404(a)(1), passed in 2009, specifies that during the existence of a declared state of local emergency, the mayor may impose by executive order any or all of the following restrictions: Prohibit or regulate the purchase, sale, transfer or possession of explosives, combustibles, dangerous weapons of any kind (except firearms which may be restricted by F.S. § 870.044), or alcoholic beverages.

Tampa Code Section 16-21, passed in 2009, requires a facility rental application to indicate if (7) the applicant desires to carry, fire, or discharge any weapon, fireworks, or explosive of any kind. By legislation enacted by the state during the 2011 legislative session, Florida Statute Section 790.33 has been amended effective October 1, 2011 to make clear that all regulation related to firearms and ammunition has been preempted to the state.

Florida Statute § 790.33 provides for penalties including a civil fine of up to $5,000 against local government officials for enacting or causing to be enforced any local ordinance or administrative rule or regulation related to firearms or ammunition. The City of Tampa wishes to conform these Sections to changes in state law.

City Council has conducted duly noticed public hearings as required by law, at which hearings all parties in interest and citizens were afforded notice and the opportunity to be heard.

As part of its budget for Fiscal Year 2024, the City of Tampa (“City”) has allocated up to $5,000,000 to provide funding in support of the development and preservation of affordable housing in the City. The proposal of ALGO-FL, LLC (“ALGO”) for development, construction and leasing of a multi-family, rental housing development located at 103 W. Henry Ave., and 5802 and 5804 N. Florida Ave., Tampa, consisting of 52 rental units, 26 of which shall be occupied by households with incomes that do not exceed 80% Area Median Income (AMI), was selected by the City in response to the City’s Request for Application (“RFA”) for Multi-Family Rental Development, City and ALGO entered into that certain Housing Program Funds Agreement, dated December 5, 2024 (“Agreement”) providing for the funding by the City in the amount not to exceed $5,000,000.00 to provide partial funding for the development and construction of the District Union project, a 52-unit, mixed income, rental housing development to be located at 103 W. Henry Avenue and N. Florida Avenue, Tampa, Florida (the “Project”);

Services will be provided under a task order contract for a guaranteed negotiated maximum price (GMP).

GMP 1 provided for construction of approximately, 2,760 linear feet of various sized water mains to be replaced/upgraded to be relocated along South Howard Avenue. Work also included arborist services, maintenance of traffic (MOT), site preparation, installation of water mains, roadway reconstruction, and landscape/irrigation restoration.

GMP 2 provides for construction of various sized water mains and service lines within the Wellswood East Neighborhood. The project area is bordered by Hillsborough Avenue to the north, N Boulevard to the east, N Armenia Avenue to the west and W. Dr. Martin Luther King Jr Blvd to the south.. Work includes replacing pipelines with diameters of 12-in or less as well as fire hydrants assemblies, meter sets, service laterals, valves and various fittings required for a complete and functioning system.

Rogers Petroleum, Inc. provides excellent service, quality of product and performance. The Logistics & Asset Management Fleet Maintenance Division has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional two -year period.
