Background

A resolution appropriating $5,000,000 within the General Fund for use by Tampa Fire Rescue to pay for additional overtime, sworn staff compensation, and bunker gear expenditures.

Background

1. This award is in its first renewal term.

It is recommended that the City renew its existing award with Keystone Turbine Services, LLC for the provision of Engine Support for Rolls Royce Helicopter Engines for use by the Tampa Police Department for an additional one-year term. The existing award was made August

Keystone Turbine Services, LLC provides excellent, service, quality of product and performance. The Tampa Police Department has reviewed the prices and feel that it is in the best interest of the City to renew the award for an additional one-year term. Keystone Turbine Services, LLC has agreed to renew Engine Support for Rolls Royce Helicopter Engines without a price escalation which is allowed per the bid.

Pursuant to the review by the Equal Business Opportunity (EBO) Division, it was determined that WMBE & SLBE participation goals were not prescribed in the solicitation because 2 or more firms were not ready, willing, and able.

Background

The State of Florida division of Emergency Management ("Division") and the City of Tampa ("Recipient") have entered into an Agreement, pursuant to Resolution No. 2022-961 passed and adopted on November 2, 2022 to which the Division has provided a subgrant to the Recipient. Based upon subsequent events, the parties required to enter in Modification #1 to the subgrant agreement for the purpose of extending the terms to December 31, 2024 pursuant to Resolution No. 2023-513 passed and adopted on June 1, 2023. The parties were then required to enter into Modification #2 to the subgrant agreement for the purpose of extending the terms to June 30, 2025 pursuant to Resolution No. 2024-667 passed and adopted on August 1, 2024. The parties now wish to enter into Modification #3 to extend the deadline of the grant to December 31, 2025 with no financial modification. It is in the best interest enter into Modification #3 and extend the deadline.

Background

Whereas, pursuant to Resolution No. 2024-846, passed and adopted by the City Council of the City of Tampa on September 19, 2024, the City of Tampa and Economic Modeling, LLC entered into a Subscription Services Agreement (“Agreement”) dated June 3, 2024, and desires to amend the Agreement to provide for annual renewal of the term of the subscription.

There was no EBO Participation as this purchase is being made under a standardization.

Background

The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Services - Wildlife Services Program (Program) provides for federal cooperation with local jurisdictions to conduct a program of wildlife removal services involving mammal and bird species that are reservoirs for zoonotic diseases, or animal species that are injurious and/or a nuisance to, among other things, agriculture, horticulture, forestry, animal husbandry, wildlife, and human health and safety.

The USDA and the City of Tampa (City) desire to enter into an Agreement wherein the Program will remove feral swine from lands managed by the City Parks & Recreation Department.

It is the desire of the parties to establish the terms and conditions under which the Program will be implemented.

The cost and expense to the City for the Program will be in the amount of Thirty-Five Thousand Dollars ($35,000) annually for four consecutive years for a total of One Hundred and Forty Thousand Dollars ($140,000).

City Council does hereby affirm that it would be beneficial to the residents of the City to enter into the attached Cooperative Services Agreement between the City and the USDA.

Background

The City of Tampa applied for an appropriation in the amount of $1,000,000 from the Department of Housing and Urban Development FY22 Community Project Funding program for the East Tampa Recreation Center at Fair Oaks project.

HUD will award the project funding via Grant Agreement No. B-22-CP-FL-0248. The grant funds will be used for new construction and renovation related to the East Tampa Recreation Center at Fair Oaks project.

Background

This financial resolution appropriates a $1,000,000 federal grant to be received by the City per a FY2022 Community Project Funding Grant Agreement No. B-22-CP-FL-0248 (see, Part 1 of 2) within the Parks and Recreation Grants Capital Projects Fund for use by the East Tampa Recreational Complex project.

Background

The City of Tampa applied for and was awarded the AmeriCorps State Grant in the amount of $453,600 from the Florida Commission on Community Service, operating under the fictitious name Volunteer Florida.

The City of Tampa desires to accept the grant by entering into the Volunteer Florida AmeriCorps Contract Agreement 2025-2026. The funds will be used for the purpose of hosting 11 full time and 10 three quarter time AmeriCorps Members who will deliver environmental stewardship service over a period of one year. The project will be lead by the Parks and Recreation Department.

Background

The resolution appropriates a grant in the amount of $453,600 from the Florida Commission on Community Service to provide urban environment stewardship for use by the Parks & Recreation Department within the Parks Grants Fund.

Background

This new Parks and Recreation capital improvement project will provide funding for the installation of a bandshell at the Perry Harvey, Sr. Park. The total estimated costs for this project are $1,100,000.

This financial resolution realigns $500,000 from the Parks and Recreation Electrical Upgrades & Repairs project and $200,000 from the Small Neighborhood Parks projects within the Community Investment Tax Capital Projects Funds to the Perry Harvey Sr. Park Bandshell project . This financial resolution also realigns $400,000 from the Natural Systems project within the Utilities Services Tax Capital Projects fund to the Perry Harvey Sr. Park Bandshell project.

Background

The Parks and Recreation Department has emergency need to contract with On Track Life Solutions, Inc. to investigate and stabilize the Sulphur Springs Pool. Sulphur Springs Pool is being undermined by the adjacent seawall failure through extensive soil exfiltration via large spalling delamination into the river. The Sulphur Springs Pool is a valuable City asset that is currently empty and at risk of further damage without prompt attention and currently poses liability exposure as an attractive nuisance. Due to the proximity of the spring well structure, delays in repairing the site could result in full failure of the pool and shoreline, which could pose a hazard to the well system. The well system serves as a source of water and any disruption to its ability to operate could prevent the city from meeting its obligations with other agencies and lead to environmental and resident service impacts.

On Track Life Solutions Inc., is a city-certified Minority Business Enterprise (MBE/BBE) & Small Local Business Enterprise (SLBE).

Background

By authority contained in Resolution No. 2020-811, passed and adopted by City Council on November 19, 2020, the City and Timmons Group, Inc. entered into a Master Agreement for the provision of an Asset/Work Management System for the use by the Mobility Department.

The Timmons Group, Inc. is implementer and consultant for this project and as a platinum partner with Azteca Systems, LLC provides the Cityworks software platform for the City.

By authority contained in Resolution Number 2021-554, passed and adopted by the City Council of the City of Tampa on July 15, 2021, the City of Tampa and Timmons Group, Inc.

entered into a First Amendment to the Master Agreement to change the scope of services to implement two interfaces, one between Cityworks software and the City’s Customer Service Center and the other between Cityworks software and the City’s Oracle Financial System.

By authority contained in Resolution Number 2022-845, passed and adopted by the City Council of the City of Tampa on September 15,2022, the City and Timmons Group, Inc.

entered into a Second Amendment to the Master Agreement to include Change Orders 3 through 5, to add professional services hours for additional configuration needs, increased data transfer capabilities and managed support services and to provide additional training sessions for City staff.

By authority contained in Resolution Number 2023-763, passed and adopted by the City Council of the City of Tampa on August 3, 2023, with the City of Tampa and Timmons Group, Inc. entered into a Third Amendment to the Master Agreement to include Change Order 6 and Addenda 1 thru 4 to add professional services hours for additional configuration needs, increased data transfer capabilities and managed support services and to provide additional training.

The City and Timmons Group, Inc. agree to a Fourth Amendment to the agreement to adjust the Project’s timeline and draw on the contingency to provide professional services for GIS functions. The City and Azteca Systems, LLC further agrees to a Second Amendment to the agreement to implements Cityworks Enterprise licensing and to procure Trimble Unity Valve Software license to interface with Cityworks and to enhance the Water Department’s Valve program for use by the Water Department.

This award was originally made through the Request for Proposal process. Goals were not prescribed in this agreement; however, it did not preclude participation.

Background

Under Resolution No. 2023-578, University of South Florida Board of Trustees (“USF”) and the City of Tampa (“City”) entered into an Affiliation Agreement for Student Internship Placement to provide training experience for students enrolled in USF’s Master of Urban and Regional Planning program; and the City and USF now desire to amend the Affiliation Agreement for Student Internship Placement to update the Work Plan and Funding and Payment Schedule; and the City deems it advantageous to continue to provide non-exclusive notice of internship opportunities for USF students when it has a need for intern services and invites students to express their interest in being considered for such opportunities; and it is in the best interest of the City to enter into this Amendment No. 1 to the Affiliation Agreement and necessary to set forth the respective terms thereof; and the City and USF agree that they have all right, power, and authority to enter into this Amendment No. 1 to the Affiliation Agreement.

The project design will also incorporate intermittent pavement widening of the roadway to accommodate a center two-way left-turn lane [TWLTL] (or intermittent left-turn pockets) along the corridor from West Shore Blvd. to Dale Mabry Hwy. (SR 573).

The Water Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period. SAT Industrial Supplies & Solutions LLC has agreed to renew Brass Fittings for the Water Service Group I (Sheltered Market Solicitation) with a Manufacturer Increase Index price escalation of 5.0% which is allowed per the bid.

The City desires to expand the existing annual subscriptions for Software as a Subscription (SaaS) to include a human capital module; to convert the Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) billing model from a non-metered Cloud service to a Universal Credits model; and to renew the Oracle Mission Support for SaaS under Agreement No. US-CSA-2635540.

By authority contained in Resolution No. 2019-62, passed and adopted by City Council of the City of Tampa on January 24, 2019, the City and Computer Sciences Corporation entered into a RiskMaster Access Agreement (“Agreement”) for the provision of RiskMaster software and hosting services for use by the Human Resources Department/Risk Management Division. The Agreement was amended pursuant to Resolution No. 2019-428 in June 6, 2019 to provide for additional professional services.

It is necessary to amend section 10. Term of Access Agreement under the Agreement to best meet the City’s needs.

On July 24, 2025, the CRA Board approved a program change to realign $1,800,000 from various East Tampa CRA programs for the Sanchez Y Haya Restoration Project within the East Tampa CRA.

On July 24, 2025, the CRA Board approved a program change to realign $100,000 from the East Tampa Neighborhood Infrastructure and Improvement Project to the Housing Rehabilitation and Renovations Program to be used for Tree Trimming to replenish the tree trimming program funds in advance of the hurricane season within the East Tampa CRA.

Background

On July 24, 2025, the CRA Board approved a program change to realign $500,000 from the East Tampa Neighborhood Infrastructure and Improvement Project to the Down Payment Assistance Program within the East Tampa CRA.

The East Tampa CRA in partnership with the Housing and Community Development Department (HCD) has disbursed $1,560,000 for 37 homes in East Tampa CRA as of May 30, 2025. The added funds will allow additional new homeowners to benefit the reminder of FY25.

Background

On July 24, 2025, the CRA Board approved a program change to realign $600,000 within the West Tampa CRA reducing Fremont Avenue Linear Park and increasing Fremont Avenue Grid Reestablishment project within the West Tampa CRA. This project was recommended by the West Tampa CAC following a community survey that favored the opening of the cross streets along Fremont Avenue to reestablish the neighborhood's historic street grid.

Background

Pursuant to Resolution 2002-0155, passed and adopted on 2/7/2002, the City entered into an agreement with the Florida Department of Transportation District Seven providing for the mitigation of the Interstate Highway Expansion Project to the Ybor City National Historic Landmark District, the West Tampa National Register Historic District and the Tampa Heights National Register Historic District. All proceeds derived by the City in connection with the sale of the sites and rehabilitated homes are put in a Trust Fund for use by the City in connection with public improvement projects or for historic preservation purposes.

City Council will consider the applications during their July 31, 2025, Council meeting (agenda item numbers 40, 41, and 42).

Background

The State of Florida Department of Transportation proposes to construct or improve State Road No. 580, Section No. 10310-XXXX. It is necessary that certain lands now owned by the City of Tampa be acquired by FDOT. The subject property located at 1902 West Busch Boulevard, is not needed for City stormwater or any other purpose. FDOT has requested the City to execute the attached Quit Claim Deed in favor of FDOT conveying all rights, title and interest the City has in and to said lands for transportation purposes. It is in the best interest of the City to approve the Deed for said purpose.

The City of Tampa requested Busch Storage Associates, LLC, Grantor, deed a portion of real property located at 4848 East Busch Boulevard, as right of way. Grantor has agreed to convey a portion of the real property for use as right of way by way of Warranty Deed. It is in the City's best interest to accept the Warranty Deed for said purposes.

Background

Tampa Electric Company has requested a utility easement from the City of Tampa for the provision of electrical service at 1010 North Macinnes Place due to the expansion at the Straz Performing Arts Center. The City is willing to grant the easement on the terms reflected in the Grant of Utility Easement. It is in the best interest of the City to approve the execution of the easement.

Background

The City of Tampa has certain easement rights to use real property located at 4600 West Cypress Street. FDOT's proposed use of these lands for highway purposes will require subordination of City's easement interest. City and FDOT have determined that their current respective uses are compatible but may require alteration int he future. FDOT has agreed to pay any costs arising from the need to modify or relocate any City utility installations.

Supervisor of Elections requested use of City of Tampa parks and recreational locations for the 2025 Special Elections for the vacancy in District 5. The City of Tampa agreed to the use of six (6) City-owned facilities for the 2025 Special Election: September 9, 2025 and the 2025 City of Tampa Special Runoff Election: October 28, 2025.

These cooperative contracts were competitively sourced with (14) fourteen proposals received by the lead purchasing agency. In comparing prices with the Sourcewell Contract Numbers 081524-JFA & 081524-DVR, for Aboveground Fuel and Fluid Storage with Related Hardware, Software, and Services to the open market, the cost is $174,697.20. The City saves $20,623.96 by purchasing from the Sourcewell Contract Number 081524-JFA and Sourcewell Contract No. 081524-DVR.

The City saves $9,245 per unit for a total saving of $18,490 by purchasing from the Sourcewell Contract Number 110421-ALT.

The existing award was made June 2023. This award is in its first renewal term: which was extended to August 30, 2025, per the bid document Section 4.14.1 Supplemental Unilateral Renewal Periods.

Quality Roofing Inc. provides excellent service, quality of product and performance. The Logistics and Asset Management Department/Facilities Division has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year term. Quality Roofing Inc. has agreed to renew without a price escalation which is allowed per the bid.

Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one year renewal contract is in compliance.

Background

It is recommended that the City renew its existing award with TK Elevator Corporation for the provision of Citywide Elevator Services for use by the Logistics and Asset Management/Facility Management Division for an additional one-year term. The existing award was made in June 2021: This award is in its third renewal term which was extended to August 16, 2025, per the bid document section 4.15.1. Supplemental Unilateral Renewal Periods.

The Logistics & Asset Management/Facility Management Division has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year term. TK Elevator Corporation has agreed to renew Citywide Elevator Services with a Consumer Price Index (CPI) price escalation of 2.3% which is allowed per the bid.

Background

WHEREAS, in 2025, the Florida Legislature enacted House Bill 987 (Chapter 2025-214, Laws of Florida), which provided for several honorary designations of State of Florida transportation facilities; and pursuant to House Bill 987, the Florida Department of Transportation has been directed to erect suitable markers designating that portion of U.S. 92/S.R. 600/Gandy Boulevard located between S. Westshore Boulevard, City of Tampa, Hillsborough County, and 4th Street N. in Pinellas County with a supporting Resolution from the City Council of the City of Tampa; and Section 334.071, Florida Statutes, requires passage of a resolution by the local governments in support of an honorary designation prior to the erection of markers; and House Bill 987, relating to State of Florida transportation facility designations, has been passed by the Florida Legislature, and which would designate that certain portion of U.S.

92/S.R. 600/Gandy Boulevard located between S. Westshore Boulevard, City of Tampa, Hillsborough County, and 4th Street N. in Pinellas County as “Senator James A. Sebesta Memorial Highway”; and Senator James (“Jim”) Sebesta served as Hillsborough County Supervisor of Elections from 1970 to 1974 and later as a member of the Florida Senate from 1998 to 2006, where he chaired the Transportation Committee; and the City Council of the City of Tampa finds that it is in the best interest of the City to support House Bill 987 which creates the honorary designation of that certain portion of U.S. 92/S.R. 600/Gandy Boulevard located between S. Westshore Boulevard, City of Tampa, Hillsborough County, and 4th Street N. in Pinellas County as “Senator James A. Sebesta Memorial Highway.”

On November 22, 2023, City Council approved a motion requesting a staff report on the honorary naming of the multisports field at Forest Hills Park in honor of Roland Paz, Sr. Staff conducted the required due diligence confirming that all requirements, conditions and criteria in Honorary Naming Ordinance 2023-63 are met, culminating in the Honorary Naming Report and subsequent presentation to City Council. On May 22, 2025, after staff presentation, City Council approved a motion to name the multisports field at Forest Hills Park in honor of Roland Paz, Sr. in recognition of his contribution to the youth and community in Forest Hills.

The City Council presentation was posted to the website on May 23, 2025 for the minimum required 14 days. Roland Paz, Sr. meets the criteria set out in Ordinance 2023-63, adopted by City Council on May 5, 2023.

Background

In accordance with section 403.0893, Florida Statutes, the City Council of the City of Tampa (“City Council”) adopted Ordinance 2003-0200 on August 7, 2003, authorizing and establishing procedures for the imposition and collection of stormwater assessments and stormwater fees to fund the City of Tampa’s (“City”) Stormwater Utility. Section 197.3632, Florida Statutes, provides that prior to the levy of such assessment, the City Council of the City of Tampa must adopt a non-ad valorem assessment roll at a public hearing. Section 21- 129 of the City of Tampa Code requires that City Council adopt an Annual Stormwater Resolution to approve the stormwater assessment roll each fiscal year in which the assessment is charged. Pursuant to section 21-129 of the City of Tampa Code, the City Council shall provide notice and conduct a public hearing prior to the adoption of the Annual Stormwater Resolution. The stormwater rate per Equivalent Stormwater Unit (ESU) for Fiscal Year 2026 is $82. The Stormwater Service Assessments and Stormwater Fees partially fund the City's cost to provide Stormwater Management Services within the incorporated boundaries of the City of Tampa. It is necessary to set a time and date to be able to advertise the public hearing for the City Council to consider the approval of the levy of such assessment and the adoption of an associated assessment roll.

Background

Pursuant to section 21-128 of City Code, City Council adopted Final Stormwater Resolution No. 2016-706 on September 1, 2016, establishing the thirty (30) year Stormwater Improvement Assessment which provides the ability to the City to construct stormwater projects that may otherwise be delayed or not constructed without the assessment. Section 197.3632, Florida Statutes, provides that prior to the levy of such assessments, City Council must adopt a non-ad valorem assessment roll at a public hearing.

Pursuant to section 21-129 of City Code, City Council shall provide notice and conduct a public hearing prior to the adoption of the annual Resolution. The Stormwater Capital Improvement Assessment rate per Equivalent Stormwater Unit (ESU) for Fiscal Year 2026 is $89.55. The Stormwater Capital Improvement Assessment partially funds the City's cost to construct the necessary projects within the Central and Lower Basin Improvement Area of the City by financing the construction and related costs and paying the debt with the proceeds of the Stormwater Capital Improvement Assessments. It is necessary to set a time and date to be able to advertise the public hearing for the City Council to consider the approval of the levy of such assessment and the adoption of an associated assessment roll.
