Background

On February 12, 2026, the Community Redevelopment Agency approved supporting the development of Curtis Hixon Waterfront Park project in the amount of $5.5 million over a two fiscal year period. Expected enhancements to the community through this project include site prep/demo; site furniture; event lawn and terrace drainage; irrigation improvements; reinforced concrete pavement; addition of canopy trees/palms; and new sod/soil. All funds contributed by the CRA to the project shall be spent within the boundaries of the Downtown Community Redevelopment Area.

Background

This project aligns with the CRA’s mission to promote affordable housing, stabilize communities, and support redevelopment efforts within the East Tampa CRA. The East Tampa Community Advisory Committee (CAC) reviewed and approved support for this project on September 2, 2025.

This project was approved by the CRA Board on November 13, 2025. Staff now seeks approval of the attached Resolution and Agreement.

Main Street, Tampa, Florida, for community redevelopment purposes at a purchase price of $700,000 together with closing costs in the approximate amount of $12,000, pursuant to a Contract for Sale and Purchase between the City of Tampa, as purchaser, and 3001 Florida Avenue, LLC, as seller; authorizing payment of the purchase price and closing costs associated with the purchase of said parcel of real property with proceeds from the West Tampa Community Redevelopment Agency fund.

Background

The Tampa CRA Board previously approved an annual budget line item dedicated to strategic property acquisition within the West Tampa redevelopment area. Over the past year, the City of Tampa’s Real Estate Department has actively scouted suitable properties for redevelopment, focusing on opportunities that align with fair market value and community objectives.

On February 17, 2026, the West Tampa Community Advisory Committee (CAC) formally requested that Tampa CRA and City Real Estate staff investigate the potential purchase of the liquor store located at 1947 West Main Street.

The Tampa CRA staff recommends that the CRA Board approve the acquisition of the property at 1947 West Main Street and authorize the execution of all necessary closing and transfer documents.

Background

The City of Tampa is the recipient of federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) from the U.S. Department of Housing and Urban Development (“HUD”) for the City’s Community Development Block Grant, Emergency Solutions Grants, HOME Investment Partnerships and Housing Opportunities for Persons with AIDS Programs. HUD requires cities that receive federal funds to submit an Annual Action Plan detailing the planned use of funds across their community. The City’s Citizen Participation Plan for the Programs requires that two (2) public hearings be conducted by Tampa City Council regarding any such plan prior to submission to the applicable agency.
